Bununla birlikte sosyal ya\u015famda meydana gelen bu neticede bireylerin, kurumlar\u0131n ve devletin de\u011fi\u015fik oranda paya sahip oldu\u011fu s\u00f6ylenebilir. S\u00f6z konusu e\u015fitsizliklerin tamamen ortadan kald\u0131r\u0131lmas\u0131 m\u00fcmk\u00fcn olmasa da sebep olan problemlerin, olgular\u0131n ve olaylar\u0131n neler oldu\u011funu anlayabilmek, derinlemesine incelemek insanl\u0131k tarihi ve e\u011fitimin geli\u015ftirilebilmesi a\u00e7\u0131s\u0131ndan de\u011fer ta\u015f\u0131maktad\u0131r.<\/p><p>E\u011fitim bilimi a\u00e7\u0131s\u0131ndan b\u00fcy\u00fck \u00f6neme sahip olan e\u011fitimde e\u015fitlik ve e\u015fitsizlik tart\u0131\u015fmalar\u0131nda \u00f6zellikle e\u011fitim alan\u0131ndaki e\u015fitsizliklere bak\u0131ld\u0131\u011f\u0131nda birbiriyle ili\u015fki i\u00e7erisindeki alanlarda meydana gelen olaylar ve olgular\u0131n bir neticesi oldu\u011fu g\u00f6r\u00fclmektedir. E\u011fitimde e\u015fitlik ve e\u015fitsizli\u011fin \u00f6neminin ilk nedeni olarak devlet e\u011fitim kurumlar\u0131n\u0131n yayg\u0131nla\u015fmas\u0131yla beraber e\u011fitimin e\u015fitlik\/e\u015fitsizlik perspektifinden ele al\u0131nmas\u0131n\u0131n toplumun b\u00fct\u00fcn kesimlerini ilgilendirmesidir.\u00a0 Di\u011fer nedeni, insan niteliklerini geli\u015ftirme misyonunun e\u011fitime y\u00fcklenmesidir. Bu misyon bir u\u00e7ta ki\u015fisel kapasiteleri, bireysel ilgi ve e\u011filimleri; di\u011fer u\u00e7ta ekonominin insan g\u00fcc\u00fc ihtiyac\u0131n\u0131, yat\u0131r\u0131m ve pl\u00e2nlama sorununu kasteder. Ekonomi, bir yandan toplum ya\u015fam\u0131nda bireysel yeteneklerin geli\u015ftirilmesini talep ederken, bu taleplerini s\u00fcrekli olarak g\u00fcnceller.<\/p><p>Nitekim ya\u015fad\u0131\u011f\u0131m\u0131z y\u00fczy\u0131lda e\u011fitime y\u00fcklenen toplumsal hareketlili\u011fi sa\u011flama misyonu g\u00fcc\u00fcn\u00fc buradan al\u0131r. Di\u011fer yandan e\u011fitim, e\u015fitsizlikleri peki\u015ftirmede ara\u00e7 olarak kullan\u0131labilir. Yani modern d\u00f6nemde insanlar\u0131n do\u011fum ve aile ko\u015fullar\u0131n\u0131 de\u011fi\u015ftirme olanaklar\u0131 i\u00e7in f\u0131rsat olabilen e\u011fitim arac\u0131, toplumsal ya\u015fam\u0131n getirdi\u011fi e\u015fitsizliklerin kendisi arac\u0131l\u0131\u011f\u0131yla devam etmesi, yeniden \u00fcretilmesi ya da kutupla\u015fmalar\u0131 art\u0131rmas\u0131na da hizmet edebilir. Bu ifade ayn\u0131 zamanda birey-devlet ili\u015fkisini kapsar. \u00c7\u00fcnk\u00fc toplumsal ya\u015famda e\u015fitsizliklerin s\u00fcregelmesi ve bu e\u015fitsizliklerin yeniden \u00fcretilmesi devletin fonksiyonlar\u0131yla ili\u015fki i\u00e7indedir. Bu ili\u015fki, \u00f6zellikle T\u00fcrkiye i\u00e7in yo\u011fun bir i\u00e7eri\u011fe sahiptir.<\/p><p>\u00a0<\/p><p>Geni\u015f bir tarihsel \u00e7er\u00e7evede ele al\u0131nd\u0131\u011f\u0131nda, toplumsal e\u015fitli\u011fi \u00fcretmeye ve s\u00fcrd\u00fcrmeye \u00e7al\u0131\u015fan kurumlar\u0131n ortaya \u00e7\u0131kmas\u0131 modern uygarl\u0131\u011f\u0131n ortaya \u00e7\u0131k\u0131\u015f\u0131n\u0131n bir par\u00e7as\u0131yd\u0131. Bu d\u00fc\u015f\u00fcnce stat\u00fc e\u015fitsizli\u011finin yar\u0131mda, genel anlamda e\u015fitli\u011fin de g\u00fcnl\u00fck ya\u015fam\u0131n temeli olarak g\u00f6r\u00fclmesini sa\u011flayan bir \u00e7er\u00e7eve sunmas\u0131 bak\u0131m\u0131ndan \u00f6nemlidir. E\u015fitsizlik ka\u00e7\u0131n\u0131lmaz dahi olsa; hak koruma, kar\u015f\u0131l\u0131kl\u0131l\u0131k ve adalet fikri de i\u00e7inde ya\u015fan\u0131lan toplumsal ger\u00e7eklilik dokusunun \u00f6nemli bir par\u00e7as\u0131d\u0131r. Bu kapsamda e\u011fitimin do\u011fal bir hak olarak alg\u0131lanmas\u0131 ger\u00e7e\u011fi \u00f6nem ta\u015f\u0131maktad\u0131r. E\u011fitim hakk\u0131n\u0131n piyasa s\u00fcreci i\u00e7inde alg\u0131lanmas\u0131, bu hizmeti do\u011fal bir hak olmaktan \u00e7\u0131kartarak ve \u00f6zellikle gelir d\u00fczeyi d\u00fc\u015f\u00fck olan bireyleri e\u011fitim s\u00fcrecine dahil etmeyerek, herkesin ula\u015fabilece\u011fi bir yararlanma alan\u0131 olmaktan \u00e7\u0131karmaktad\u0131r.<\/p><p>E\u015fitlik kavram\u0131na bakt\u0131\u011f\u0131m\u0131zda ise bireylerin di\u011fer bireylerle, vatanda\u015flar\u0131n di\u011fer vatanda\u015flarla ayn\u0131 \u00f6zg\u00fcrl\u00fck ve haklara sahip olma d\u00fc\u015f\u00fcnce ve istekleri \u015feklinde belirtilebilir. Fakat bu m\u00fcmk\u00fcn m\u00fcd\u00fcr? G\u00fcn\u00fcm\u00fczdeki durumuyla e\u015fitli\u011fin toplumun b\u00fct\u00fcn kesimlerinde ve t\u00fcm insanlar aras\u0131nda uygulanma \u015fans\u0131 nedir? Toplumsal tarih i\u00e7in\u00addeki evrimine bak\u0131ld\u0131\u011f\u0131nda toplumlar, farkl\u0131 soylar, farkl\u0131 cinsler, farkl\u0131 toplumsal stat\u00fc ve kategoriler halinde ya\u015famaktad\u0131rlar. Nitekim bu birbirine benzer olmayan farkl\u0131l\u0131klar temelde ger\u00e7ek birer e\u015fitsizlik unsuru iseler insano\u011flunun bunlar\u0131 a\u015farak birbirleriyle e\u015fit olmalar\u0131 m\u00fcmk\u00fcn olabilir mi? B\u00fct\u00fcn bu sorular e\u015fitli\u011fin olabilirli\u011fi (imk\u00e2n\u0131) kadar s\u0131n\u0131rlar\u0131n\u0131 da be\u00adlirlemektedir. Di\u011fer yandan e\u011fitimde e\u015fitlik olgusunun da ayn\u0131 sebeplerle m\u00fcmk\u00fcn olup olamad\u0131\u011f\u0131 g\u00fcn\u00fcm\u00fczde \u00f6nemli konulardan birisidir.
