Genel anlamda bu olumsuz etkileri en aza indirmenin yolu yine e\u011fitimden ge\u00e7mektedir.<\/p><p>Bireylerin t\u00fcm e\u011fitim hayat\u0131n\u0131 ve toplumu yak\u0131ndan ilgilendiren temel e\u011fitim; toplumdaki b\u00fct\u00fcn vatanda\u015flar\u0131n sahip olmas\u0131 gereken asgari d\u00fczeyde ortak bilgi, beceri, tutum ve davran\u0131\u015flar\u0131 ifade etmektedir. \u00a0\u00a0E\u011fitim sistemleri farkl\u0131l\u0131k g\u00f6sterse de ara\u015ft\u0131rmalar; bilim, teknoloji ve sanayide geli\u015fmi\u015f olan ve \u00e7e\u015fitli uluslararas\u0131 s\u0131navlarda ba\u015far\u0131l\u0131 olan \u00fclkelerin zorunlu e\u011fitim s\u00fcresinin en az 9 y\u0131l oldu\u011funu ortaya koymaktad\u0131r. T\u00fcrkiye\u2019de ise bu s\u00fcre 12 y\u0131ld\u0131r.<\/p><p>E\u011fitimli olup yaln\u0131zca okuma yazma ya da aritmetik bilgiler bilmek ya\u015fad\u0131\u011f\u0131m\u0131z \u00e7a\u011f i\u00e7in yeterli gelmemektedir.\u00a0 \u00d6zellikle bilim ve teknolojide ya\u015fanan geli\u015fmeler; ele\u015ftirel d\u00fc\u015f\u00fcnme, analitik d\u00fc\u015f\u00fcnme, sorgulama, yarat\u0131c\u0131l\u0131k, yeniliklere a\u00e7\u0131kl\u0131k, grup i\u00e7inde \u00e7al\u0131\u015fabilme, i\u015fbirli\u011fi, giri\u015fimcilik gibi 21. y\u00fczy\u0131l becerilerini zorunlu k\u0131lmaktad\u0131r. Bu ba\u011flamda e\u011fitim s\u00fcrecinde bilgi toplumunun ve yeni e\u011fitim paradigmas\u0131n\u0131n bir gere\u011fi olarak, bilgiye ula\u015fma yollar\u0131n\u0131 bilen, analiz yapabilen, yeni bilgiler \u00fcretebilen, \u00fcrettiklerini payla\u015fabilen ve \u00f6\u011frenmeyi\u00a0\u00f6\u011frenen bireyler yeti\u015ftirmek gerekmektedir.<\/p><p>\u0130statistiklere g\u00f6re \u00fclkemizdeki okulla\u015fma oranlar\u0131 her ge\u00e7en y\u0131l niceliksel anlamda art\u0131\u015f g\u00f6sterse de e\u011fitimin niteli\u011fi ve \u00e7ocuklar\u0131n e\u011fitime yakla\u015f\u0131mlar\u0131 tart\u0131\u015fmaya a\u00e7\u0131k konulardand\u0131r. D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc\u2019n\u00fcn ara\u015ft\u0131rmas\u0131na g\u00f6re, \u201cokulumu \u00e7ok seviyorum\u201d diyenlerin oran\u0131 ara\u015ft\u0131rman\u0131n yap\u0131ld\u0131\u011f\u0131 di\u011fer 38 Avrupa ve Kuzey Amerika \u00fclkesine g\u00f6re T\u00fcrkiye\u2019de daha y\u00fcksek olsa da okula y\u00f6nelik memnuniyet di\u011fer \u00fclkelerdeki gibi ya\u015f b\u00fcy\u00fcd\u00fck\u00e7e azalmaktad\u0131r. T\u00fcrkiye\u2019de 11 ya\u015f\u0131ndaki k\u0131z \u00e7ocuklar\u0131n\u0131n y\u00fczde 75\u2019i okulu severken, 15 ya\u015f\u0131ndaki erkek \u00e7ocuklar aras\u0131nda okulu sevenlerin oran\u0131 sadece y\u00fczde 25\u2019tir.\u00a0\u00a0 Ayr\u0131ca ara\u015ft\u0131rma sonu\u00e7lar\u0131 T\u00fcrkiye\u2019deki s\u0131navlar\u0131n fazlal\u0131\u011f\u0131n\u0131n ve s\u0131navlara atfedilen \u00f6nemin \u00e7ocuklar\u0131n \u00fczerinde olduk\u00e7a olumsuz etkilere yol a\u00e7abildi\u011fini ve \u00e7ocuklar \u00fczerinde bir bask\u0131 yaratt\u0131\u011f\u0131n\u0131 ortaya koymaktad\u0131r. Yetersiz g\u00fcd\u00fclenme, a\u015f\u0131r\u0131 yorulma, not kayg\u0131s\u0131, di\u011fer \u00e7ocuklar\u0131n olumsuz yakla\u015f\u0131mlar\u0131, a\u015f\u0131r\u0131 k\u0131s\u0131tlamalar, \u00f6\u011frenme g\u00fc\u00e7l\u00fckleri, \u00f6\u011fretmen ve y\u00f6netici fakt\u00f6rleri de \u00e7ocuklar\u0131n okulu sevmemelerine hatta okuldan nefret etmelerine yol a\u00e7abilmektedir. K\u00fc\u00e7\u00fck ya\u015flarda ba\u015flayabilen bu durum ilerleyen ya\u015flarda daha k\u00f6t\u00fc sonu\u00e7lar do\u011furabilece\u011fi i\u00e7in \u00f6zellikle anne babalar\u0131n okul ve \u00f6\u011fretmenlerle i\u015fbirli\u011fi i\u00e7inde bu konuyla ilgilenmesi gerekmektedir.<\/p><p>\u00d6zg\u00fcrl\u00fck, insan haklar\u0131, siyasal kat\u0131l\u0131m gibi farkl\u0131 alanlarda i\u015flevleri olan STK\u2019lar; \u00a0T\u00fcrkiye\u2019de daha \u00e7ok e\u011fitim alan\u0131nda faaliyet g\u00f6stermektedir. T\u00fcrkiye\u2019nin kalabal\u0131k n\u00fcfusu, dezavantajl\u0131 \u00e7ocuklar\u0131n durumu ve \u00f6zellikle e\u011fitim alan\u0131ndaki hizmetlerin e\u015fit da\u011f\u0131l\u0131m\u0131n\u0131n zorlu\u011fu g\u00f6z \u00f6n\u00fcnde bulunduruldu\u011funda; okuma-yazma kurslar\u0131 d\u00fczenlemek, k\u0131z \u00e7ocuklar\u0131n\u0131n e\u011fitimini te\u015fvik etmek, burs ve okul malzemesi yard\u0131m\u0131nda bulunmak, fakir ve kimsesiz \u00e7ocuklar\u0131n \u00f6\u011frenim masraflar\u0131n\u0131 gidermeye yard\u0131mc\u0131 olmak gibi \u00f6nemli \u00e7al\u0131\u015fmalar\u0131 bulunan sivil toplum kurulu\u015flar\u0131n\u0131n faaliyetlerinin \u00f6nemi ortaya \u00e7\u0131kacakt\u0131r. Bu do\u011frultuda \u00fclkemizde geli\u015fmi\u015f di\u011fer \u00fclkelerde oldu\u011fu gibi sivil toplum kurulu\u015flar\u0131n\u0131n etkin olarak e\u011fitime katk\u0131 sunmas\u0131 sa\u011flanmal\u0131d\u0131r ve kamunun e\u011fitim politika ve uygulamalar\u0131n\u0131 desteklemesini ve denetlemesini sa\u011flayacak bir zemin olu\u015fturulmal\u0131d\u0131r.<\/p><p>Unutulmamas\u0131 gerekir ki e\u011fitimde e\u015fitlikten ziyade adaletin tesis edilmesi \u00e7ok daha do\u011fru bir yakla\u015f\u0131m olacakt\u0131r. \u00dclkemizde do\u011fudan bat\u0131ya, kuzeyden g\u00fcneye e\u011fitimi etkileyen fakt\u00f6rler dikkate al\u0131nd\u0131\u011f\u0131nda, a\u00e7\u0131k bir sistem olan e\u011fitimin girdilerinin asla e\u015fit olamayaca\u011f\u0131 dolay\u0131s\u0131yla e\u011fitimin \u00e7\u0131kt\u0131lar\u0131n\u0131n da bu sebeple farkl\u0131l\u0131klar g\u00f6sterece\u011fi g\u00f6z ard\u0131 edilmemelidir.
